The money house for a child is the 6th house (2nd of the 5th). The Moon, ruler of the 8th house of other's money and grants is exalted in Taurus in the child's money house showing that the money of others transfers and becomes the child's money. As the Moon is exalted in Taurus, it is a sizable scholarship. The Moon is moving to conjunct Venus also in Taurus in the 6th house and in rulership. This shows that the child qualifies for the scholarship. Taurus and Venus are natural rulers for money. 

 

The ruler for the child is Mars, Sun, and Mercury. Mars is the ruler of the 5th house cusp. Mars is in the 9th house, the natural house of universities and higher education.
